Administrative Services Manager Division of Child and the Services, 645
East 4500 South, Salt Lake City. Typical entry salary $18.09 hourly
(step range 51 to 67) JOB DUTIES: Incumbents manage the administrative
support function to include budget, forecasting, financial analysis,
contract compliance, management information or data processing systems,
buildings and grounds, human resources, procurement, and other fields
for the division. Develops and recommends policies and procedures to
director. Monitors the administration of agency budget consistent with
revenue sources and functions as agency grant/contracting officer.
Negotiates and resolves problems with those out of compliance.
Incumbents supervise subordinate personnel including hiring; determining
workload, and delegating assignments, training, monitoring and
evaluating performance; initiating corrective action or disciplinary
action. JOB REQUIREMENTS / SKILLS: Requires knowledge of applicable
laws, rules, regulations and/or policies and procedures; principles,
theories, and practices of budget management; fiscal/financial
management; principles, theories, and practices of business
administration including accounting, human and material resource
management in organizations, economics, and office information and
organizing systems; principles and practices of facilities operations,
maintenance, and management. Skills/ability to deal with people in a
manner that shows sensitivity, tact, and professionalism; communicates
information and ideas clearly and concisely both verbally and in
writing; manage and direct subordinate personnel; prepared financial
reports and documentation; develop and or implement new
policies/procedures/standards and/or rules/regulations; weigh the
relative costs and benefits of a potential action; ensure compliance
with contract terms, policies and procedures, etc.; use logic to analyze
or identify underlying principles, reasons, or facts associated with

DHS Budget Director (Financial Manager II) Salary typically starts at
beginning of Salary Range, Salary range: $19.10- $31.98 hourly (Step
Range 53 - 72). Department of Human Services, Office of Fiscal
Operations, 120 North 200 West, Salt Lake City, Utah. Coordinate Budget
activities for the Department of Human Services, Lead Department staff
in areas of fiscal monitoring and Supervise Bureau of Budget providing
budgetary/technology support to the Department. Activities include:
budgeting and other financial services, advising executive, division,
and agency directors regarding fiscal operations; develop and implement
department procedures and controls to manage budgeting, accounting, and
other financial services. Assist department executive and/or executive
staff by providing detailed analysis of requests and defends proposals
to the Governor, Legislature, Office of Planning & Budget and Office of
the Fiscal Analysts. Responsible for Federal grant application process;
Supervises subordinate staff including; hiring recommendations;
determining workload and delegating assignments; training, monitoring

REQUIREMENTS: Knowledge/skills/abilities: Skills in the following areas:
governmental accounting, budget management, financial analysis, data
processing, financial application; skilled in supervising, managing,
training and evaluating employees; ability to communicate effectively in
both oral and written form. Knowledge of accounting theory, principles,
and practices; skills in utilization and interfacing automated
accounting systems; expert working knowledge of Excel; fiscal research
and report preparation skills; ability to reconcile substantive fiscal
records; ability to download and analyze fiscal data and generate
computer reports. Must be able to apply accounting policies, practices,
and procedures to specific assignments and have the ability to
technically present and defend work products during periods of audit and
review. Must be a team player and have excellent communication skills,
and ability to understand Department Program Operations matching fiscal
information with program services. PREFERENCE: may be given to
candidates with extensive professional accounting and budget experience
with a bachelors or masters degree in Accounting or related field;
understanding of Access, understanding of Department of Human Services
programs, and applicants with an excellent working knowledge of Excel.

Family Support Center Director Division of Child and Family Services,
Richfield office. Salary $14.17 -$21.29/ hr. This is a full time, merit
exempt position. Duties: Implement, develop, direct and supervise the
Sevier County Family Support Center. Develop Board of Directors for
facilitation of facility, administer program policies, supervise
services for the center, manage personnel and human resources policies
and guidelines, develop and administer the budget and serve as liaison
to the Executive Board of Directors, Advisory Board, Legislators and
Community Agencies. Responsible for researching and writing grants for
the center. Qualifications: Knowledge of organizational behavior and
social services programs with an emphasis on prevention modalities,
community resources and coordination of services, principles of
supervision, budgeting and accounting practices and of non-profit laws.
Ability to lead and organize, write creatively and provide information
for grant writing applications, direct and develop programs, coordinate
staff and facilitate work team. Must be skilled at decision making, oral
and written communication, presentation and public relations skills,
evaluation and reasoning skills, problem solving skills and facilitation
skills. Preference will be given to applicants with 2-5 years experience
in the field of Child Abuse Prevention and/or Parenting Education and
with a Bachelors or Masters in Administration or the Social Sciences

Program Administrator I Salary: $19.63 to $29.48/hr (Step Range:
54-69), plus an excellent benefits package. This is a full time position
with the Department of Human Services, Division of Substance Abuse and
Mental Health, 120 N 200 W, Salt Lake City. Incumbent will oversee and
manage projects and staff in the Quality Assurance Unit to include
hiring personnel, training staff, assigning and monitoring work,
evaluating performance, and initiating corrective/disciplinary actions
when necessary. Act as the liaison with the director's of local
providers in the delivery of quality assurance reports. Manage the
operations in the unit to include the monitoring of statewide contracts
with service providers for quality and compliance with federal, state,
and department requirements and manage contracting process with service
providers and other vendors to include training on federal guidelines
and procedures. Incumbent will also collaborate on developing the
division's IT projects and activities to include the development of a
state and county management information system: treatment and assessment
prevention software. Make management level decisions and manage the
overall funding for these projects. PREFERRED REQUIREMENTS: Seeking
applicants with the following skills and experience: 1. An understanding
of and experience in working with the local authority service delivery
system, and other units of government, and the federal, state, and local
regulations regarding service delivery. 2. Management/supervision skills
and experience. 3. Knowledge of auditing and quality assurance
principles and practices in health or human services; and, 4. Conceptual
knowledge of IT systems. Prefer applicants with an advanced degree in a
health or human services related field, and experience in health, human
services, education, or justice programs. JOB REQUIREMENTS: Knowledge of
mental health and substance abuse programs; department and division
policies and procedures; federal, state and local laws pertaining to
mental health and substance abuse; human resource management rules and
regulations; and principles, theories, and practices of budget
