TITLE OF POSITION:                      POLICY ANALYST I/II/III

SALARY:                         $44,824 - $61,776 ANNUALLY 
                                        PLUS EXCELLENT BENEFITS

DUTIES, REQUIREMENTS AND MINIMUM QUALIFICATIONS OF POSITION:
Performs policy, operational, and/or budget analyses. Proposes, implements, and administers processes to accomplish the legislative, operational and budgetary goals of the City of Thornton.  Incumbents will rotate through three analyst positions to include operational, legislative and budget functions.  No individual will remain in the Policy Analyst I/II/III classification more than six years unless otherwise approved by the City Manager.

Essential functions include:  providing professional level support and assistance to elected officials, professional City staff, and citizens on projects involving such matters as organizational analysis, public relations, legislation, constituent issues, budget, special projects, and various committees; acting as the City's legislative liaison who will monitor legislative issues; handling City Council's citizen requests for service and coordinating communication to the appropriate department; coordinating City involvement in public art committee, Youth in Government, Corporate Academy, Thornton Assistance Committee, and other City-sponsored initiatives;  researching and preparing informational reports for City Council;  conducting studies of various departmental operations, organizational structure, management techniques, internal procedures and levels of services; scheduling, facilitating and attending public hearings or meetings; assisting in presenting legislative, policy information and annual budget to City Council, assisting in preparing Council communications, resolutions, and ordinances; assisting with the City's annual organizational development and policy planning process; assisting departments with budget preparation, interpreting guidelines, and reviewing budget submissions for completeness, sufficiency, and adherence with City Council goals; assisting with forecasting annual revenues; reviewing grants and contracts for compliance with budget policies and procedures; assisting in the administration of the City budget throughout the year; conducting special studies and analysis of current and proposed projects and activities; and performing other duties as assigned.

Requires a Bachelor's degree in Public Administration or related field from an accredited college or university; six months of government work experience; a Master's degree is preferred. A valid Colorado driver's license with a safe driving record. Equivalent combinations of education and experience may be considered.
