Neighborhood & Volunteer Manager

Assesses needs and establishes program for neighborhoods through citizen participation, technical assistance, community education, and development of neighborhood/business/school/city partnerships. Develops activities or events to promote integration of new and established neighborhoods. Seeks federal and state grants to leverage local dollars and promote neighborhood stability and identities. Plans, develops and organizes neighborhood associations in community self-help, preservation, and improvement activities. Attends neighborhood meetings, facilitates discussion and resolution of neighborhood problems, and reports citizen concerns to appropriate city staff. Promotes formation of neighborhood associations in areas not governed by homeowner associations. Establishes working relationships with HOA boards and management companies, working as an ombudsman on neighborhood issues of concern. Expands the City's use of volunteers through implementation of a formal volunteer program. Coordinates and integrates programs with other departments who provide aspects of neighborhood programming or utilize volunteers.
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
The ideal candidate will be a strong communicator, possess people skills, and have experience working with neighborhood groups and with managing volunteers. The ideal candidate also needs familiarity in seeking & monitoring Weed & Seed grants, CDBG funds, neighborhood enhancement programs, historic preservation process and other state and federal neighborhood program funding. BS or BA preferred, as are certifications in code enforcement or non-profit volunteer programs.
Equivalent combinations of formal education/knowledge and experience that meet the minimum qualifications may be substituted.
