HEALTH

Actuarial Specialist $20.17 - $33.76 (55-74) Utah Department of Health,
Children's Insurance and Access Initiatives, Salt Lake City, UT. This
position is assigned to research, analyze and develop statistical models
from the Children's Health Insurance Plan (CHIP), Primary Care Network
(PCN) and Medicaid data base which categorizes, stratifies and assigns
priorities to risk factors for covered clients. Incumbent will array the
data in terms of demographics, eligibility components, age, sex,
severity of illness, etc., and use of data in conjunction with an
analysis of the various scopes of services to determine the value of
various Department products. Determine the number of children CHIP could
accept given budget, project costs and authorized budget expenditures.
Provide statistical and accounting data to obtain federal approval for
State of Utah's waiver. Conduct financial studies to assure
reimbursement rates and methodologies provide sufficient payment levels
for providers; establish capitation rates for Department's programs.
Project savings from implementation of new initiatives. Maintain areas
of the State Plan dealing with reimbursement and provide State
administrative rules. Determine contract rates with health plans, assist
in contract negotiations. JOB REQUIREMENTS/SKILLS: Knowledge of
principles, theories, and practices of accounting; statistical sampling,
modeling and actuarial techniques; principles, theories and practices of
business administration including accounting, human material resource
management in organizations, economics, and office information and
organizing systems; principles, theories and practices of the federal
and state health care systems. Skills/Abilities to perform advanced
mathematical calculations using higher math such as Algebra, Calculus
and Statistics to solve problems; make a decision or solve a problem by
using logic to identify key facts; explore alternatives, and propose
quality solutions; perform statistical data analysis; compile, code,
categorize, calculate, tabulate, audit, verify or process information or
data; Assess the operational impact of legislation or audit
recommendations on an agency or State service; PREFERENCES:  Masters in
Statistics, Finance, Business Administration or Public Administration
and experience acquiring data from data information systems.  TO APPLY:

Public Information Officer  Salary: $17.61 - $27.92 hourly (step range
50-67).   Department of Public Safety, Division of Emergency Management,
SLC.  Incumbents in this job manage the public information, public
relations, communications or community involvement activities for a
state agency, division or program.  This job requires a thorough
knowledge of agency mission, goals, objectives or program(s).  Incumbent
performs a variety of public information assignments which may include a
combination of the following:  develop, package and disseminate
information; ensure publications and information released to the
media/public are accurate and consistent with agency objectives;
coordinate the development of projects; responds to public requests for
information; researches answers to inquiries and other issues; prepares
statements for release to the media and the public; writes and edits
brochures, forms, reports, newsletters, articles, publications, etc. 
May include a combination of the following:  public advocacy and defense
of administrative policy; coordinating community support activities;
conduct training; deliver presentations; technical writing, desktop
publishing, layout and production of informational materials; interact
with the public, media, political entities, and/or governmental
organizations; serving as spokesperson and subject matter expert; serve
on various boards, councils, committees, or task forces; represent
agency at formal and informal meetings and public hearings; coordinate  
services; and serve as a liaison among differing groups and interests. 
JOB REQUIREMENTS/SKILLS:  Knowledge of principles, theories and
practices of public relations, applicable laws, rules and regulations. 
Must have good communication, dissemination techniques and methods
including alternative ways to inform and entertain via written, oral and
visual media.  Ability to coordinate the activities or tasks of people,
groups and/or organization(s). Communicate information and ideas
clearly, concisely, both orally and in writing: read and understand
information presented in writing.  Deal with people in a manner which
shows sensitivity, tact and professionalism. Use of automated software
applications. Preference will be given to those with a degree in
