Coordinates the hiring of part time and temporary staff during each 
election cycle to include: general office staff support, election 
judges, poll workers and satellite registration agents; sets schedules, 
tracks time and attendance and supervises their work; confers with the 
Election Manager and other Elections Office supervisors regarding 
temporary staff personnel issues, including but not limited to staffing, 
time and attendance, time off, payroll, employee diversity, etc.; 
conducts or arranges for training of part time and temporary staff; 
develops standard operating procedures manuals based on the most up to 
date legislative changes; assists in the development of outreach and 
recruitment programs for election judges and other temporary staff; 
following each election gathers data and analyzes facts regarding 
temporary employees i.e. number of hours worked, total cost, problems, 
etc. and makes recommendations as appropriate; reviews proposals for 
sites for consideration as polling locations and satellite locations; 
ensures that on-site inspections are done to determine handicap 
accessibility for ADA compliance; responds to public concerns regarding 
polling and satellite locations and resolving problems and concerns; 
maintains database of polling locations and tracks changes as necessary; 
ensures that all necessary data is input into the appropriate database; 
generates reports, delivery lists and other essential information from 
database as needed; coordinates the candidate statement of organization 
and financial disclosure filing processes; keeps abreast of legislative 
changes that affect filing procedures and requirements; assists in 
updating the various forms for candidate filing, statement of 
organization filing and financial disclosures required to be filed in 
the office of the County Clerk; assists in preparing candidate packets 
for distribution at time of filing; files and inventories incoming 
candidate filing forms, statement of organization forms and financial 
disclosures; prepares reminder letters (required by County Ordinance) 
and mails them to all candidates and organizations required to submit 
financial disclosure reports and other related statements; assists the 
Election Manager with the preparation of the Elections Division budget 
and performance measurements; monitors budget expenses for Elections

Division, including: assets, equipment, staffing, and overtime 
expenditures; assists in developing an annual hiring plan for seasonal 
and temporary staff âEUR" maintaining budget projections and performing 
fiscal analysis of these expenditures; works with the Elections Manager 
and with City Recorders in writing and managing contractual agreements 
with municipalities that contract with the County for election 
administration services; assists Elections Manager with preparing an 
accounting of election administration services rendered by the Salt Lake 
County ClerkâEUR^(TM)s Office; conducts research on elections data as 
assigned by Elections Manager; participates in the development of 
long-range plans and programs to improve productivity; assists the 
Elections Manager in drafting correspondence, articles, memorandums, 
etc.; performs other related duties as assigned.


        MINIMUM QUALIFICATIONS:

Four (4) years of experience in a field closely related to these duties, 
six (6) months of which must have been in a supervisory capacity; OR an 
equivalent combination of related education or experience except that 
education may not be substituted for the required supervisory experience.


        IMPORTANT INFORMATION REGARDING THIS POSITION:

Elections knowledge is preferred but not required.
