Human Resources Consultant or Human Resources Associate
(Depending on Qualifications)
Supervisor: B. Hancock, Director of Human Resources - (603- 606) $3035 –
4329 mo

Advises City departments in all personnel related matters, including
classification and compensation, discipline and counseling, equal
employment opportunity/affirmative action, promotion and selection,
performance planning and evaluation, organization development, employee
communications, labor relations and employee assistance.  Counsels or
assists other human resource staff in crisis intervention, grievance
resolution, and performance coaching.  Develops and conducts training
programs, including basic supervision courses.  Conducts research and
investigates employment issues.  Writes policies, procedures, reports
and analytical summaries relative to employment issues.  Provides
support to employee recruiting, selection and promotion efforts,
ensuring equal employment and diversity outreach.  Works as part of a
team to analyze and creatively solve employee relations problems.  May
serve as advisor to specifically assigned departments or as general and
specialized advisor to any or all departments.  Recommends disciplinary
action, counseling and/or employee assistance as appropriate.  Writes
job descriptions and classifies jobs appropriately.

Minimum Qualifications:

• Graduation from an accredited four year college or university in Human
Resource Management, Business Administration, Public Administration or
closely related field and two to four years professional experience in
Human Resource Management related duties.
• Education and experience may be substituted one for the other on a
year for year basis.
• Working knowledge of current principles and practices of personnel
management and communications techniques.
• Ability to communicate effectively, verbally and in writing, and to
work with individuals from diverse backgrounds and at various
organizational levels.
• Demonstrated skills and ability in developing and conducting employee
training programs.
• Ability to conduct research and investigations.

Desired Qualifications:

• PHR or SPHR Certification.
• Ability to speak and write a foreign language.
