Job characteristics:
This job directs the activities in the Bureau of Access in the Division
of Health Care Financing. The Bureau of Access is responsible for
administering the Children's Health Insurance Program (CHIP), the
Primary Care Network (PCN) and the Covered at Work (CAW) programs. The
incumbent is responsible to oversee the implementation of program
policies, administrative rules, state plan amendments and waiver
amendments. The incumbent ensures that all three programs operate within
existing budget constraints. The incumbent ensures that all programs
operate in compliance with all federal and state laws, regulations,
administrative rules and policies.

Tasks:
Develops, directs, and/or evaluates programs.  Prepares and defends
budget recommendations, requests, reports, proposals and/or
projections.  Develops and coordinates plans and policies, resources,
and mission as well as goals, vision, and expectations of agency or
program; prepares and updates plans and priorities.  Writes, reviews,
and/or negotiates grants, contracts and/or agreements.  Acts as an
expert witness. Gives testimony and /or recommendations in court cases
and/or hearings. Develops criteria for evaluating programs, proposals
ando/or other pertinent information.  Supervises subordinate personnel
including: hiring, determining workload and delegating assignments,
training, monitoring and evaluating performance, and initiating
corrective or disciplinary actions.

Qualifications (includes knowledge, skills, and abilities required upon
entry into position and trainable after entry into position): Knowledge
of or Skills/Ability to principles, theories, and practices of budget
management; provide consultation and/or expert advice or testimony;
procurement and/or administration of contracts, grants, loans, or
similar agreements; evaluate information against a set of standards;
develop approaches for implementation of an idea, program or change in
operations; applicable laws, rules, regulations and/or policies and
procedures; use basic/business math to solve problems; speak clearly,
concisely and effectively; listen to, and understand,information and
ideas as presented verbally; read, interpret and apply laws, rules,
regulations, policies and/or procedures; develop and/or implement new
policies/procedures/standards and/or rules/regulations; review and/or
edit documents for accuracy and completeness; communicate information
and ideas clearly, and concisely, in writing; read and understand
information presented in writing; agency and/or organizational
program(s); supervise others by assigning/directing work; conducting
employee evaluations, staff training and development, taking appropriate
disci plinary/corrective actions, making hiring/termination
recommendations, etc.

Other Requirements:
Risks found in the typical office setting, which is adequately lighted,
heated and ventilated, e.g., safe use of  office equipment, avoiding
trips and falls, observing fire regulations, etc.  Typically, the
employee may sit comfortably to perform the work. However, there may be
some walking; standing; bending; carrying of light items such as papers,

books, small parts; driving an automobile, etc. No special physical
demands are required to perform the work.
