LABOR RELATIONS AND TRAINING PROGRAMS MANAGER

Division of Human Resources
$4342 - 5646 mo.

Reporting to the Director of Human Resources is responsible for 
administration of the City's Labor Relations and Training Programs. 
Provides contract interpretation, training and consultation related to 
the City's collective bargaining agreements and labor-relations oriented 
policies and procedures. Participates as member of the collective 
bargaining team. Manages the City's corporate training programs based on 
identified training needs, policies and strategic plans, and ensures 
that delivered training meets organizational goals.

This is a professional position requiring a high degree of 
confidentiality and sound judgment, excellent organizational, 
interpersonal and communication skills.

Bachelor's degree from an accredited college or university in Public 
Administration, Political Science, Business Administration or a related 
field with a labor relations emphasis and six (6) years paid experience 
in labor relations and corporate training program management, including 
one (1) year of staff supervision.  Education and experience may be 
substituted, one for the other, on a year-for-year basis for a total of 
ten (10) years, which must include one (1) year of staff supervision.  
Preference will be given to candidates with public sector labor 
relations and training program management. Demonstrated proficiency in 
statistical analysis and research methods. Demonstrated proficiency in 
the use of personal computers for word processing and spreadsheet 
analysis. Ability to support City contractual negotiations, conduct 
training, and facilitate group processes and problem solving.  Strong 
oral and written communication, human relations and leadership skills.  
Ability to establish and maintain effective professional working 
relationships with department heads, employees, training industry 
representatives and union officials.
