Under the direction of the County Surveyor, this position is responsible 
for the preparation and
administration of the Surveyor’s Office budget, accounting and 
purchasing processes. Gathers
information, investigates, reports and presents recommendations and 
solutions to administration for
implementation. Prepares annual and semi-annual budget; provides 
justification based on records,
projected needs, and anticipated changes. Reviews monthly budget reports 
to ensure line items and
program budgets are within approved levels of project costs; notifies 
administration of any concerns.
Prepares division annual revenue projections in coordination with other 
management team members,
monitors cash flow and fund balances. Recommends approval of purchasing 
requisitions and
disbursements to stay within budget guidelines and in accordance with 
County policies, ordinances,
and Generally Accepted Accounting Principles, GAAP. Submits purchasing 
requisitions and
disbursements to Surveyor’s Office administration for processing; 
monitors status to ensure timely
processing; assists administration in resolution of any problems. 
Reconciles monthly revenue records,
cash account records, and monthly bank statements, including resolution 
of non-payment of fees and
returned checks. Ensures cash handling and accounting procedures, 
records of revenue, monument
preservation funds, and petty cash account are in compliance with County 
policies and GAAP.
Generates special project reports and assists in grant application 
budgetary calculations through
research and analysis of Division financial data. Keeps informed of 
developments and changes in
fiscal procedures and requirements to enable Division to meet 
requirements of County funds
management. Assists in training management team and other personnel on 
internal budgeting
techniques and policies. Analyzes programs and program budgets; develops 
processes to assist
administration to objectively prioritize programs. Identifies, develops 
and implements programs’
resources, activities/processes, performance standards and performance 
measurements; monitors
and tracks performance of programs utilizing identified measurements. 
Analyzes and evaluates
outcomes of programs, including identifying deficiencies, possible 
enhancement strategies, etc.
Recommends changes and/or adjustments to address key concerns of program 
budgets to
administration based on analyses. Prepares and submits program 
performance and budgeting reports
as requested to administration. Performs quarterly review with 
administration to determine accuracy
and consistency of revenues and expenditures; evaluates projections and 
recommends adjustments
and changes. Processes purchase requests; assigns requisition numbers, 
vendor codes, object
codes, and activity codes to ensure proper entry into the automated 
purchasing system. Reviews and
researches contract terms, amounts, and services performed for 
compliance prior to monetary
settlement. Reviews existing maintenance contracts to assure continuing 
coverage and facilitate
renewal agreements. Acts as second post authority for payroll including 
automated salary related
payroll functions. Oversees the preparation of Division payroll; audits 
calculations to ensure accuracy
in payroll records, acts as backup to the Payroll Coordinator.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor’s 
Degree in business
administration, finance, accounting, public administration or other 
closely related field, plus four (4)
years of experience in a field closely related to these duties, or an 
equivalent combination of related
education and experience.

*Starting salary above the minimum of the range is dependent upon 
qualifications and approval from
the Salt Lake County Mayor’s Office. Governmental accounting and/or 
budgeting experience is
