SOLID WASTE MANAGEMENT FACILITY*
OFFICE/DIVISION: SOLID WASTE MANAGEMENT

RECRUITMENT PERIOD: 11/15/06 UNTIL FILLED
SALARY RANGE: $6684 TO $7978/month

This position is responsible for the overall effective and efficient 
management,
direction, organization, coordination and control of the solid waste 
management
facilities and its operations, including landfill, transfer station, 
household
hazardous waste facility, citizen unloading station, soils regeneration 
site and
compost project; recommends and implements policy under the direction of the
Salt Lake Valley Waste Management Council and the Facility owners, Salt Lake
City and Salt Lake County; administer County and Department Policies and
Procedures within the Division; develops and implements Standard Operating
Procedures for facilities and programs; manages the development,
implementation and updating of the Salt Lake County Solid Waste Management
Plan; establishes clear goals for the Division and motivate staff to 
achieve them;
mobilizes internal and external partners to achieve division and 
community goals;
builds strategic relationships with key County and community stakeholders;
recommends and justifies the allocation of funds in the Division budget 
and fees
charged for categories of waste to the City and the County; utilizes data to
prepare revenue projections and approaches in order to attain revenue goals;
ensures disposal fees, interest earnings, sales revenues, royalties, 
grants and
interfund payments are received on a timely basis; manages the annual and
long-term cash flow of the enterprise fund; recommends, establishes and
manages reserve funds in compliance with long-term needs, regulations and
sound financial practices; ensures that a system of accountability and
responsibility is maintained for all County property assigned to the 
Division;
ensures that all equipment and capital assets are utilized and operated in
accordance with County policies; ensures the integrity and accuracy of all
financial transactions and records so as to ensure compliance with Salt Lake
County Policies and Procedures; prepares and executes contracts as 
needed in accordance with County Policies
and Procedures; cooperates with various local, State and Federal 
agencies and
organizations to ensure that programs and the delivery of services 
protect and
benefit County residents, businesses, and industry; investigates all public
complaints related to Division performance and initiate appropriate 
action to
address public concerns and to maintain quality of service; works with all
agencies, regulatory or others, in ensuring the operations of the 
Landfill, Transfer
Station, Compost Project, Household Hazardous Waste Facility, and Citizen
Unloading Station is in accordance with policy directives given by the 
Salt Lake
Valley Solid Waste Management Council; monitors legislation, identifies 
issues,
reports issues to Mayor's office and takes such action as is directed by the
Mayor's Office; provides comment to regulatory authorities on draft 
rules and
actively participate in rule formulations; interprets the applicability of
environmental and solid waste regulations to ensure ongoing facility 
compliance;
maintains knowledge of current Federal EPA, State and local Solid Waste
Facilities rules and regulations; recommends and implement measures to 
protect
the environment and initiate remediation action as necessary; implements 
safety
standards and practices in accordance with OSHA, hazardous and infectious
waste regulations and acceptable industry standards to reduce the 
possibilities of
injury, accidents or contamination; supervises assigned personnel either 
directly
or through subordinate supervisors; performs other related duties as 
assigned.
MINIMUM QUALIFICATIONS:
Graduation from an accredited college of university with a Masters Degree
in Public Administration, Business Administration, Engineering or other
closely related field plus four (4) years of experience in a field closely
related to these duties at least two years of which must have been in an
administrative/management capacity; OR an equivalent combination or
related education or experience.
