GENERAL DESCRIPTION (NOT INCLUSIVE)
Assists with the preparation of budgets and performance measurements. 
Monitors all budget expenditures, projects income and use of all funding 
sources using internal program reports. Develops projections of 
expenditure trends and makes recommendations regarding appropriate 
budget adjustments and actions needed to manage and maximize the use of 
available funds. Monitors and analyzes adjusted budgets and program 
operation action plans. Develops quality assurance tools and procedures 
for conducting audits of program client and service contractor records 
and submits for approval. Performs a monthly audit of a sample of 
records of Case Managers and/or Registered Nurses to verify compliance 
with state and federal policies and program procedures and provides 
written reports with findings and recommendations. Implements procedures 
and processes to review, audit, and evaluate service contractors to 
verify compliance with policies and procedures, regulations, contract 
terms and quality service. Drafts requests for bids for service 
contractors and assists in the review, evaluation, ranking and 
submission of all documents following County Contracts and Procurement 
procedures. Manages contractual agreements with all service providers. 
Monitors State and Federal contract performance measures and ensures 
compliance with contract reporting requirements. Assists with 
interviewing, hiring, promoting and disciplining employees. Assists in 
administrative matters including personnel, office automation, 
purchasing, coordinating meetings, conferences, inventory control, and 
procedures, as assigned. Conducts annual needs assessment for program to 
evaluate unmet/new client services. Conducts research and provides 
financial analysis of various components of the program.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor's 
degree in business administration, accounting, finance, public 
administration or other closely related field, *plus* two (2) years of 
experience in a field closely related to these duties, *or* an 
equivalent combination of related education and experience.
