Under general administrative direction of the Director of Airport 
Administration/Commercial Services, plans, develops, coordinates and 
evaluates department-wide training and development programs, employee 
safety programs and other employee programs or administrative projects 
and assignments as required. Oversees the coordination of Airport-wide 
programs for training and development. Analyzes training and safety 
needs and determines priorities by consulting with Airport management 
and City human resource professionals, and by conducting interviews, 
administering questionnaires and surveys, reviewing accident and 
grievance data, and using other appropriate methods. Ensures that 
supervisors, managers and employees have access to training and 
performance coaching on a timely basis, to ensure compliance with 
federal and state requirements and adherence to Airport and City goals 
and objectives. Selects and hires consultants, and/or designs and 
develops training curricula, including appropriate instructional designs 
and audiovisual materials. Delivers training programs in classroom and 
work-site settings. Conducts follow-up evaluation of training programs 
to ensure quality and effectiveness. Develops and coordinates programs 
to promote workplace safety. Ensures that the worksite complies with 
OSHA regulations, and that workplace practices and procedures are 
evaluated and modified to reduce or eliminate injuries and hazards. 
Compiles, analyzes and reports on safety experience, trends, costs, 
needs and effectiveness. Coordinates workers compensation, light duty 
and return-to-work activities with the City’s third party administrator. 
Coordinates with contractors and tenants on safety issues as necessary. 
Conducts on-site special studies of work processes and use of equipment 
and technology. Analyzes employee workloads, skill levels, technologies 
and equipment, service requirements, and customer demands. Makes 
recommendations, facilitates team process improvement, and implements 
corrective training programs, as needed. Supervises staff responsible 
for safety and training, and airport employee service related programs, 
including employee appreciation, cultural awareness, new employee 
orientation, and programs for employee recognition, recreation, fitness 
and communication. Develops, monitors and manages the Airport budgets 
for safety, training, and employee programs. Carries out special 
projects and performs other duties as assigned.

Minimum Qualifications:

• Graduation from an accredited college or university with a Bachelor’s 
degree in Business Administration, Public Administration, or related 
field, and five (5) years’ experience in training, employee development, 
safety, management consulting, or related experience.

• The years of experience should include a minimum of two (2) years in 
training / employee development or two (2) years in safety. Related 
education and/or experience may be substituted, one for the other, on a 
year for year basis.
• Knowledge of safety principles and regulatory requirements.

• Ability to communicate effectively both orally and in writing with 
individuals of varied backgrounds; work as part of an independent team; 
work cooperatively with others on joint projects; analyze training 
needs; design and conduct training, and evaluate results; and plan and 
direct the work of assigned staff and selected vendors.

• Possession of a valid Utah Driver’s License. Ability to travel to all 
locations throughout the airport.
