Tax and Budget Director Position*
Voices for Utah Children seeks a dynamic Director for its Budget and Tax
Policy Initiative. The Director is responsible for leading the
initiative in providing independent, credible analysis of Utah budget,
tax, and related policy matters with attention to the impact of current
or proposed policies on children and families and low-and
As a key program of Voices for Utah Children, the Budget & Tax Policy
Initiative provides a clear focus on the impact of budget and revenue on
children, families and other vulnerable people in our state. The
Initiative provides timely, credible and accessible analysis of the
fiscal health of the state and its budgetary choices. The Initiative
analyzes short-term budget policy and revenue proposals as well as
long-term trends and challenges. Analyses prepared by the Initiative are
disseminated through a range of electronic, written and oral methods –
website, reports, briefing papers, fact sheets as well as oral
presentations to policymakers, the media and other organizations.
Initiative staff works on a variety of state fiscal issues including
analysis of the state’s revenue system and spending programs and the
effect of federal policies and revenues on the state’s budget.
The Budget & Tax Policy Initiative participates in a national network of
similar organizations that exist in over half the states as part of the
State Fiscal Analysis Initiative coordinated by the DC-based Center on
Budget and Policy Priorities (see http://www.statefiscal.org/).
The Director will be responsible for leading, coordinating, and
implementing the Budget and Tax Policy Initiative. The Director will be
the primary spokesperson for the budget and tax policy work of the
organization and work with both the Board of Directors and the advisory
committee of the Initiative as they provide advice and guidance for the
Initiative. The Director will report directly to the Executive Director
of Voices for Utah Children and will work collaboratively with the
entire staff team of the organization.
Specific responsibilities include:
• Strategic planning, overseeing, and participating in the research
activities of the Budget and Tax Policy Initiative.
• Analyzing state budget and revenue proposals and developing policy
options and recommendations.
• Representing the Initiative to policymakers, stakeholders, the public,
and the news media.
• Representing the Initiative at the local, state and national levels.
• Providing collaborative leadership to constituent groups and coalitions.
• Overseeing all communications activities of the Initiative
• Working with the executive director to develop and implement fund
development plans for the Initiative.
• Closely working with the board of directors, its Issues Committee and
the Budget and Tax Policy Initiative’s Advisory Board in the development
of the Initiative’s annual work plan.
• Education: A graduate degree in public policy, economics, law, social
work or related field strongly preferred.
• Skills: Excellent written and oral communication skills, including the
ability to communicate complex or technical information clearly to a
range of audiences both in writing and through public speaking. Strong
policy and budget analysis skills.
• Experience: Minimum two years of experience in public policy analysis;
knowledge of Utah’s legislative and budget process; demonstrated
capacity to work with policymakers, advocates, the news media, and
constituent groups to think strategically about opportunities to
influence public policy.
