*STARTING SALARY: $3,556 - $5,246 MONTHLY*

Under the direction of the County Recorder, this position is responsible 
for establishing, monitoring and maintaining an integrated accounting 
system to account for expenditures and revenues in accordance with 
County, State and Federal laws and regulations. Ensures that all fiscal 
activities of the Recorder’s Office are in conformity with Generally 
Accepted Accounting Principles (GAAP) and Government Accounting 
Standards Board (GASB) statements and interpretations. Manages and 
administers all office appropriations, expenditures,

encumbrances and revenues. Manages and approves all standard fiscal and 
accounting procedures, including billing operations, work orders, 
contracts, journal entries, payments of accounts payable transactions, 
asset requisitions, cash flow, travel expenditures, fund balances, 
retained earnings, monitoring capital projects. Manages all purchase 
requisitions and authorization of releases to Contracts and Procurement 
Division. Conducts fiscal policy and procedure reviews and advises on 
methods to improve fiscal operations. Develops and implements new 
accounting system procedures for the Recorder’s Office. Reviews all 
payroll related transactions for budget compliance and recommend actions 
as needed. Performs internal financial audits to insure compliance with 
standards and procedures. Prepares annual budget, justifying the 
allocation of funds based on records, projected needs and anticipated 
changes. Prepares annual revenue projections for divisions in 
coordination with management

and administrators. Projects payroll and operating expenditures to 
ensure they are within the adopted appropriations levels. Prepares 
status reports of budget versus actual expenditures and advises 
management and administrators of projected shortfalls and recommends 
corrective action. Prepares operational and statistical data and 
analysis reports regarding finance, funding, program performance, 
planning, staffing, budgeting and operations. Develop

performance measures, identify inefficiencies, problems and issues, 
gathers information, investigates, reports and presents recommendations 
and solutions to administration. Supervises assigned staff.

*MINIMUM QUALIFICATIONS*

Graduation from an accredited college or university with a Bachelor’s 
Degree in, Finance, Accounting, Business Administration, Public 
Administration or other closely related field, */plus /*four (4) years 
of experience in a field closely related to these duties, */or /*an 
equivalent combination of related education and experience.

*Starting salary above the minimum of the range is dependent upon 
qualifications and approval from the Salt Lake County Mayor’s Office. 
Governmental accounting and/or budgeting experience is preferred.
