Job Description:

Utah Higher Education Assistance Authority is searching for a Policy & 
Research Officer. The duties for the job are:

   1. Research and analyze

    * Federal statutes, regulations, and related guidance in Title IV
      student financial assistance programs
    * Guidance of various kinds from the U.S. Department of Education
    * Industry standards and practices, particularly those related to
      the Federal Family Education Loan Program:

         1. Working with supervisor, develop responses to inquiries
            received from partner institutions and students;
         2. Assist in the development of responses to Notices of
            Proposed Rule Making, and sub-regulatory issues of concern
            to the FFELP industry.
   1. Read and study industry publications to analyze and stay current
      on issues and trends affecting the student aid and FFELP industries: 

         1. Assist in the preparation of UHEAA responses to /Common
            Manual/ policy proposals;
         2. Assist in the review and preparation of UHEAA comments on
            industry forms, initiatives, responses.
   2. Assist in the preparation of UHEAA Bulletins to notify schools,
      lenders, and other agencies of announcements from the Department
      of Education, NASFAA, NCHELP, and UHEAA.  Such announcements cover
      topics related to changes in regulations, policy, procedures,
      forms and processes, training opportunities, interest rates, and
      other topics important to operation of the FFELP program.
   3. Review and assist in the maintenance of Administrative Rules
      related to UHEAA and the operation of the FFELP program; assist in
      the preparation and submission of Rule changes to the State Office
      of Administrative Rules.
   4. Assist in the development and presentation of UHEAA and NCHELP
      training modules and education materials:

         1. Research information needed for training;
         2. Assist in the development of scripts for training modules;
         3. Assist in the development of PowerPoint presentations.

An ideal candidate for this position will have a Bachelors Degree and 
three years of experience in a higher education setting and/or Title IV 
federal student assistance programs, particularly the Federal Family 
Education Loan Programs & the Federal Pell Grant. Experience reading and 
interpreting federal statutes, regulations, sub-regulatory guidance, and 
industry-related publications is very helpful.  Excellent public 
speaking, English grammar, and interpersonal skills are required. 
Candidates for this job must have experience using Microsoft Office 
products.
