$5400 - $7986 MONTHLY (GRADE 34)* - Starting salary above the minimum of
the range is dependent upon qualifications and approval from the Salt

*GENERAL DESCRIPTION (NOT INCLUSIVE)*
Salt Lake County is looking for a forward-thinking and innovative person
to partner with County leadership as the "Director for Employee Learning
& Development" to design and deliver strategic learning solutions to a
widely diverse employee base.
This is a newly created position within the organization designed to
leverage countywide education efforts and be responsible for leading the
design, development and delivery of programs for leadership,
professional development, continuing education, performance management
and the "welcoming" of new employees. This position will work closely
with County leaders and Human Resources to assess organizational needs
and develop and implement strategic plans to meet those needs.
Additionally, the successful applicant will be the director of the
"Employees' University," charged with strategically aligning
organizational efforts with education and training initiatives.
*Key responsibilities include:*
· Leading assessments of organizational needs and developing strategies
and education initiatives to meet those needs while aligning and/or
integrating diverse groups and/or diverse functions.
· Developing innovative, experiential and professional development
programs that equip employees with the knowledge and skills needed to
effectively manage and engage in today's knowledge environment using a
variety of real-time learning experiences, adult learning techniques,
"stand-up" training and e-learning technologies in a blended learning
· Leveraging organization-wide learning and knowledge development and
maintaining relationships with executive leadership to support a culture
for continuous learning and knowledge management.
· Building and leading an innovative learning and development team that
provides solution-oriented programs built upon cross-agency
collaboration and cooperation creating a web of learning partnerships.
· Developing and managing the budget for the County's learning and
development programs; selecting and managing external vendors to achieve
strategic initiatives balancing "cost-to-build" and "cost-to-purchase"
against time and impact to County's needs.
_Communication & Marketing_
· Developing and implementing a communication/marketing strategy for
employees and leaders regarding the County's learning and employee
· A Masters degree or higher in public administration, business
administration, organizational development, communication, or a related
field and a minimum of four (4) years experience in organizational
development, including culture, employee engagement, change management,
organization design, and team effectiveness.
· Experience in managing project lifecycles including assessment,
design, development, delivery, evaluation and incorporating current
technology, strategic communication and change management plans.
· Experience using strategic thinking and analytical skills to
translate concepts and ideas into innovative, value programs.
· Proven ability to develop and maintain relationships with key leaders
· Ability to lead highly effective, solutions-oriented teams.
· Experience with vendors of leadership and management development
solutions using a blended training approach (web-based, e-learning,
instructor-led learning, or other computer-based training).
· Excellent written and oral communication skills in positions
requiring communication and negotiation with a broad and diverse
audience. Demonstrated proficiency with MS Word, Outlook, Excel,
Internet search tools and PowerPoint is required. Experience with
database applications is preferred.
* MINIMUM QUALIFICATIONS*
Graduation from an accredited college or university with a Bachelor's
degree, *plus* six (6) years of experience in a field closely related to
these duties, *or* an equivalent combination of related education and
