Annual Salary Minimum: $36,565.00
Annual Salary Maximum: $66,425.52
Salary Details: Positions 00057981 and 00058017. Target Hiring Salaries: Policy Analyst 2-PayGrade 16-$44,244.00/yr. Policy Analyst 1-Pay Grade 15-$40,221.00/yr. Associate Policy Analyst, PG 14-$36,565/yr.

Duties & Responsibilities: The Office of Planning and Budget (OPB) is the budget and planning office of the Office of the Governor. We provide the Governor with policy-making assistance in determining strategic and tactical plans for state budget recommendations.

There are two vacancies each of which may be filled at Associate, the Policy Analyst 1 level, or the Policy Analyst 2 Level depending on the qualifications of the candidate selected.

HUMAN DEVELOPMENT DIVISION (HD):
Reviews and analyzes policy and budgetary initiatives for agencies whose business functions include health care purchasing, state health planning, public assistance, juvenile justice, and other human and social services.

This Policy Analyst will assist with the planning, budgeting, and policy related state health benefit plan and the state's use of tobacco settlement funds. The position is responsible for tracking expenses against budget and projected revenues. The analyst will forecast revenues and expenses and develop annual budgets in coordination with other state agencies and OPB analysts. The forecasting and projections function entails statistical modeling including working with large data sets to perform regression analysis, trend analysis, multi-variate what-if modeling, and simulation modeling. The complexity of these assignments will be based on the level at which the analyst is hired. This position serves a part of a team of analysts working on the budget and policy related to the programs of the Department of Community Health - which includes health planning and regulation, health policy, public health and Medicaid. This analyst position will provide analysis of federal health care reform and overall health policy and finance for the state.

PHYSICAL AND ECONOMIC DEVELOPMENT DIVISION (PED):
Reviews and analyzes policy and budgetary initiatives for agencies whose business functions include economic development and infrastructure, workforce development, and natural resources.

The Policy Analyst will assists in the development and monitoring of agency budgets and policies for executive and legislative review. In addition, the analyst will analyze laws proposed by the General Assembly and prepare responses to inquiries from the general public, legislators, and state agencies.

Minimum Training & Experience: POLICY ANALYST 2
Knowledge and level of competency commonly associated with the completion of a master's degree in a course of study related to occupational field
AND
Experience sufficient to understand the basic principles relevant to the major duties of the position, usually associated with one year of experience or service at a level equivalent to Policy Analyst 1.

POLICY ANALYST 1
Knowledge and level of competency commonly associated with the completion of a master's degree in a course of study related to occupational field
AND
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with one year of experience or service at a level equivalent to Associate Policy Analyst.

ASSOCIATE POLICY ANALYST
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to occupational field
AND
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

All levels require working level skill in the use of spreadsheet and word processing computer application software.

Preferred Qualifications: Masters Degree from an accredited college or university in Business Administration, Industrial & Systems Engineering, Finance, Economics, Public Administration, Public Policy, or other field related to area of assignment. (HD: Statistics, Health Administration)
* Experience in state government budget development and management
* Knowledge of budgeting and accounting principles
* Knowledge of public administration principles and practices.
* Knowledge of Georgia state government operations, including legislative and budgetary processes.
* Knowledge of operations and programs of state agencies in the assigned program areas.
* Knowledge of state and national issues and trends in the assigned program areas.
* Knowledge of state and federal laws affecting assigned program areas.
* Skill in analyzing complex policy and budgetary issues.
* Skill in mathematics and statistical analysis.
* Skill in oral, written and interpersonal communication.
* Advanced level skill in the use of MS Excel.
* Intermediate level skill in the use of MS Word, Outlook, and PowerPoint.
* Skill in the use of PeopleSoft Financial Management System software applications

PED SPECIFIC:
* Knowledge of generally accepted governmental accounting principles.

HD SPECIFIC:
* Strong statistical background and/or strong business finance background
* Knowledge of health insurance design and finance
* Experience in performing regression analysis, trend analysis, root cause analysis, multi-variate, what-if modeling, and simulation modeling.
* Experience building, maintaining and working with large data sets.
* Experience identifying program cost drivers.
