Provide leadership and direction in the area of information services throughout the County.   Plan, direct, oversee and evaluate all programs and services of the Information Services Division. Align the Division's objectives and strategies with the technology objectives and strategies of the County.
Provide leadership in the development and implementation of an integrated strategic long-range plan for the County. Provide direction and leadership in aligning the Division's technology objectives and programs with County enterprise objectives and strategies. Provide guidance and counsel to the Mayor's executive cabinet, the IT-Governance Committee and the IT-Project Review Committee. Provide direction and strategic leadership in the design, establishment and maintenance of the Division's organizational structure to effectively ensure exceptional customer service. Responsible to ensure that quality customer service is provided to all County agencies and contracted organizations. Direct and oversee the preparation, justification and administration of the division's budget. Review and evaluate organizational effectiveness, strategic planning and make changes for improvement. Supervise a large staff with diverse areas of focus which includes selecting, training, directing and evaluating performance. Develop strategy and implement skill enhancement for all employees to align skill sets with future needs identified through enterprise objectives and strategies. Establish and maintain Information Technology Infrastructure Library (ITIL) core principles of effective change management and project management. Evaluate the need and effectiveness of every division program and service. Creates new systems and processes, when warranted, to enhance and streamline existing processes and increase effectiveness. Actively participates and contributes to the Department of Administrative Services Team.

Leadership:  Possess a thorough knowledge of the principles and practices of management and organizational behavior; lead Division's staff confidently by taking personal responsibility for decisions and actions; build and lead a team of high performance, forward focused, results-oriented professionals; align team and individual goals to meet organizational objectives; build viable partnerships with internal and external customers and organizations; perform under pressure and coordinate numerous activities and groups of people who need to cooperate to achieve maximum efficiency.

Strategic Planning:  Collaborate with colleagues to align management initiatives with organizational strategies and objectives; use management skills to ensure that rollout of organizational initiatives are delivered on time, with quality and within budget; conduct organizational and team assessments to development and implement successful, proactive workforce and strategic plans.

Communication:  Communicate articulately and represent Information Services at various venues; communicate effectively to negotiate, resolve issues and develop collaboration at all internal organizational levels, and with a wide range of constituents; effectively present, orally and in writing, proposals, progress reports and recommendations at the highest levels in the organization including the County executive management.

Results-Oriented:  Set challenging, measurable project goals that are aligned with the County's technology objectives and strategies; plan, organize and implement projects to meet established timeframes and cost containments; as opportunities arise , streamline existing processes and improve organizational effectiveness by proposing and implementing initiatives to improve efficiency and streamline operations to meet current and future business needs; set appropriate priorities and modify as needed; assume responsibility for personal performance and goal achievement and maintain engagement and knowledge to perform all aspects of the job effectively.
 Important Information:
Starting salary above the minimum of the range is dependent upon qualifications and approval from the Salt Lake County Mayor's Office.
 Minimum Qualifications:
Master's degree in Information Technology, Business or Public Administration or a related field, plus four (4) years of increasingly responsible experience, two (2) years of which must have been in an administrative or management capacity.
Bachelor's degree in Information Technology, Business or Public Administration or a related field, plus six (6) years of increasingly responsible experience, two (2) years of which must have been in an administrative or management capacity.
An equivalent combination of related education and experience.  Education may not be substituted for the required administrative or management experience.
