Education and/or Experience

    * Any combination of experience and training that would provide the required knowledge and abilities including:

          o Five years of increasingly responsible analytical and administrative experience preferably within a municipal government environment

          o Bachelors degree from an accredited college or university with major course work in public administration, finance, budgeting, communications, public relations, urban planning, or related fields

 

Responsibilities

Responsibilities: To perform a wide variety of analytical and administrative duties for the City Council; to participate in assigned projects, processes, procedures and programs; and to provide information and assistance to the public. The Policy Analyst reports directly to the City Council Executive Director.

Essential Job Functions:

    * Collect, compile and analyze information from various sources on a variety of specialized topics related to assignments

    * Analyze and prepare reports for the City Council regarding recommendations from the Planning Commission concerning General Plan amendments, rezonings, zoning ordinance text amendments and master plans

    * Advise the City Council on land use planning issues and policies

    * Conduct research and comprehensive data collection efforts to support analysis

    * Prepare reports which present and interpret data and identify alternatives; make and justify recommendations; prepare and present clear and concise reports

    * Participate in special projects including research of new programs and services

    * Research, analyze and evaluate programs, policies and procedures

    * Assist in budget analysis and preparation for Council review

    * Communicate clearly and concisely both orally and in writing

    * Participate in assigned administrative support functions

    * Attend a variety of meetings: City Council, Redevelopment Agency, agenda, leadership, staff meetings, others as requested or assigned

    * Assist in the drafting and implementation of City Council policies and procedures

    * Receive and respond to complaints and questions from the general public

    * Assist in the preparation of ordinances and other supporting documents

    * Monitor compliance with applicable contractual agreements

    * Interpret and apply council policies and procedures

    * Participate in tracking of legislation in support of various program in area of work assigned

    * Work independently in the absence of supervision

    * Perform related duties and responsibilities as required

Other Functions:

    * Understand the organization and operation of the City Council Office and of other departments and agencies as necessary to assume assigned responsibilities

    * Interpret and apply administrative and departmental policies and procedures

    * Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative

    * Independently prepare correspondence and memoranda

    * Establish and maintain effective working relationships with those contacted in the course of work

    * Maintain physical condition appropriate to performance of assigned duties and responsibilities which may include sitting for extended periods of time, operating assigned equipment, operating a vehicle, maintain effective audio-visual discrimination and perception

    * Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities

    * Provide basic office coverage when required (answering telephones, greeting public)

Position Requirements:

Knowledge

    * Knowledge of Urban Planning principles and practices

    * Knowledge of Utah State law regarding land use planning

    * Knowledge of local zoning laws and planning issues

    * Principles and practices of municipal finance and budget administration

    * Methods of research, program analysis and report preparation

    * Business writing and composition; grammar, spelling and punctuation

    * Effective oral and written communication techniques

    * Current office procedures, methods and computer software and hardware including Microsoft Office and desktop publishing programs

    * Principles and procedures of record keeping

    * Policies and procedures of the City Council office

    * Understanding of political sensitivity

    * Fundamentals of problem-solving

    * Prioritization and time management skills

    * Business telephone etiquette

Abilities

    * Ability to react well under pressure; perform duties and tasks at expected levels of quality and quantity while remaining professional and tactful

    * Adapt well to changes in the work environment; able to deal with frequent shifts in priorities or unexpected events

    * Seek, accept and incorporate input and feedback from Council Members and Council staff

    * Work in an office environment which can require sitting for prolonged periods of time

    * Operate basic office equipment

    * Understand and follow oral and written instructions from City Council and Executive Director

    * Communicate with the public and others in person, on the telephone, via e-mail
