CITY MANAGER - Minimum Qualifications: Graduation from accredited college or university with a degree in accounting, business management, public administration or related field; and five (5) years of progressively responsible experience in municipal management, three (3) of which must have been in a supervisory capacity; or an equivalent combination of education and experience. Knowledge of municipal government, economic and commercial development, emergency management, public finance, and human resource management. strong interpersonal communication and analytical skills. Serves as the chief appointed official of the City and performs a variety of administrative and managerial duties related to planning, directing, organizing, and controlling the financial and general management of the City.Works under the direction of the Mayor and City Council. EPHRAIM CITY MANAGER

POSITION ANNOUNCEMENT
Ephraim City is looking for a qualified individual to fill the position of City Manager to start July 1, 2014 or sooner if possible. Ephraim City (population of 5,000) is a full-service community in the heart of Central Utah. The city maintains its own electrical system, along with water, sewer, cemetery, public parks, etc. Ephraim City is also home to Snow College.

The City Manager, under the direction of the City Council and in cooperation with the Mayor, plans, implements, and directs a comprehensive program for the city’s long-range growth and development. The City Manager, under direction of the city council, facilitates all activities and implements policies established by the City Council. The City Manager ensures all ordinances are enforced and that the provisions of all franchises, leases, contracts, permits and privileges granted by the City are observed. The City Manager represents the city on numerous committees both on city and private projects. The City Manager will also perform all other duties assigned by the City Council. The City Manager will also seek out and write for grants that would be beneficial for the City and its improvement.
Applicants must submit a cover letter with a resume and college transcripts, (unofficial photocopies are acceptable). Candidates under final consideration will be asked to provide three letters of recommendation, written within a year of the closing date, and be from a person having first-hand knowledge of the applicant’s professional qualifications.
Graduation from a four-year college or university with a degree in Public Administration or a closely related field, plus five years of recent, successful, progressively responsible municipal management experience, preferably as a City Manager or Assistant City Manager, is required. A Master’s degree in Public Administration or closely related field is desirable and may be substituted for up to one year of the required experience. The successful applicant will be required to relocate to Ephraim within six months of hire.
