*NOTE: This classification is part of a three-tier open career series. At the discretion of the council chair, the individual selected may begin at or be later promoted to any level for which the requirements are met. The successful candidate will require approval by majority vote of the Municipal Council.
Essential Duties: This is experienced, professional, and analytical work for the Provo City Municipal Council. The individual appointed to this position will perform the following duties: receive and review requests; perform research and complex analyses with some direction to acquire specialized knowledge and make recommendations based on results; refine information for presentations; perform statistical analyses; attend meetings; write and submit various reports as required; effectively and tactfully assist other departments, employees, and the public; and perform other related duties as required.
Minimum Requirements: Management Analyst I: A) Bachelor’s degree in Public or Business Administration or closely related field (planning, finance, or political science) and one (1) year of job-related experience; or B) an equivalent combination of job-related education and experience. Management Analyst II: A) Bachelor’s degree in Public or Business Administration or closely related field and either two (2) years of experience as a Management Analyst I or three (3) years of comparable, job-related experience; or B) an equivalent combination of job-related education and experience. Management Analyst III: A) Bachelor’s degree in Public or Business Administration or closely-related field and either two (2) years of experience as a Management Analyst II or five (5) years of comparable, job-related experience; or B) an equivalent combination of job-related education and experience. At each level, each one year of post-secondary education/training for six months of experience may be substituted. New hire probationary period is one (1) year. NOTE: Applicants appointed directly to a career series position at higher than the entry level must satisfactorily complete the associated advancement criteria during the probationary period.
License: Valid, lawful driver’s license is required at time of appointment. Applicant may be disqualified on the basis of an unacceptable driving record as reflected by the State Department of Motor Vehicles.
Salary: Management Analyst I: $1,425 ‑ $1,965 biweekly (range 22); Management Analyst II: $1,650 ‑ $2,274 biweekly (range 25); or Management Analyst III: $1,910 - $2,633 biweekly (range 28); depending on qualifications and experience. Payment will be made by direct deposit and salary will normally begin at the first step of the salary range. Position includes a full benefits package, including: medical, dental, life, and LTD insurance plans, retirement plans, employee assistance and wellness programs, and sick, vacation, and holiday leaves. Optional plans available include: health care and dependent care flexible spending accounts, a health savings account, vision and AD&D insurance, legal assistance, home and auto insurance, ID theft protection, supplemental medical insurance, and deferred compensation (401k, 457 & IRA) plans. Any overtime will normally be accrued as compensatory time.
Selection Factors: Extensive knowledge of related laws, codes, policies, rules and regulations; the operations, procedures, and goals of the Council; and basic English composition, spelling and grammar. Skill in analyzing problems and identifying logical solutions and alternatives; and preparing clear, concise, and informative reports. Ability to work with very general and infrequent supervision; perform specific research and statistical analysis and make sound recommendations; prepare clear, concise, and informative reports; prepare and conduct professional staff presentations; identify the basic elements of a problem and develop logical solutions and alternatives; organize assigned work and develop effective working methods; understand a variety of administrative and technical data; work effectively on individual and team projects; perform work with speed and accuracy; and communicate effectively both verbally and in writing.
Screening: Based on meeting the minimum requirements and job-related experience, skills, knowledge, and education. Selection for this position will be based largely upon an oral interview. Criminal background checks are conducted on all City positions. Non-disclosure may result in dismissal.
Physical/Environmental Factors: This work requires remaining seated at a computer or desk for extended periods of time. Work location is inside with little or no occupational hazards except for exposure to potentially stressful circumstances, including, the meeting of strict deadlines, contact with individuals in potentially difficult situations, and other stressful conditions related to the work place.
Pre-Employment Testing: Prior to appointment, applicant will be required to successfully pass a drug screening and background investigation. Individuals with unsatisfactory drug screen results will be ineligible for appointment or application to any Provo City position for a minimum period of six (6) months.
