Office of Planning and Budget (OPB) is the budget and planning office of the
Office of the Governor. We provide the Governor with policy-making assistance
in determining strategic and tactical plans for state budget recommendations. <br>

Analyst 1 level, or the Policy Analyst 2 Level depending on the qualifications

HUMAN DEVELOPMENT DIVISION (HD): <br>
Reviews and analyzes policy and budgetary initiatives for agencies whose
business functions include health care purchasing, state health planning,
public assistance, juvenile justice, and other human and social services. <br>
<br>
This Policy Analyst will assist with the planning, budgeting, and policy
related state health benefit plan and the state’s use of tobacco
settlement funds. The position is responsible for tracking expenses against
budget and projected revenues. The analyst will forecast revenues and expenses
and develop annual budgets in coordination with other state agencies and OPB
analysts. The forecasting and projections function entails statistical modeling
including working with large data sets to perform regression analysis, trend analysis,
multi-variate what-if modeling, and simulation modeling. The complexity of
these assignments will be based on the level at which the analyst is hired.
This position serves a part of a team of analysts working on the budget and
policy related to the programs of the Department of Community Health –
which includes health planning and regulation, health policy, public health and
Medicaid. This analyst position will provide analysis of federal health care
reform and overall health policy and finance for the state. <br>

business functions include economic development and infrastructure, workforce

budgets and policies for executive and legislative review. In addition, the
